About the Conference:

The College of Economics, Law and Government at the University of Economics Ho Chi Minh City is pleased to announce the International Conference on “Approaches to the Twin Transitions: Digitalization and Climate Change in Developing Countries.” This conference aims to bring together scholars, policymakers, and practitioners to explore innovative approaches and solutions addressing the challenges posed by the dual transitions of digitalization and climate change in developing nations.

Keynote:

Thomas Sterner is a professor of environmental economics in Gothenburg. He has during three decades built up the Unit for Environmental Economics with a staff of about a dozen PhDs and a number of graduate students. He has trained more five dozen PhDs in a unique PhD program in environmental economics, most of them from developing countries (financed by the Swedish International Development Cooperation Agency, Sida) as well as many masters and undergraduate students. He has created a world-wide network of environmental economics called Environment for Development. Prof. Thomas has twice hosted very large international conferences: 2008 he arranged the European EAERE conference and 2018 the World Conference of Environmental and Resource Economics.

He have published over 140 articles in refereed journals, authored or edited more than a dozen fifteen books and a large number of book chapters and official reports. He have also authored my share of journalistic articles ranging from having my own opinion piece in local media to writing for New York Times, FT, Le Monde or the Times. The main focus of my work is on environmental policy instruments with applications to energy and climate, industry, transport economics and finally resource management in developing countries. Many of these areas benefit substantially from interdisciplinary collaboration with natural scientists, engineers, medical or other experts and this is a very enjoyable and exciting part of professional life.

Almas Heshmati is Professor of Economics at the Jönköping University (Sweden). He was professor of Economics at the Sogang University, Korea University, Seoul National University, University of Kurdistan at Hawler, RATIO Institute, Stockholm and MTT Agrifood Research, Helsinki and Research Fellow at the World Institute for Development Economics Research (WIDER), The United Nations University, Helsinki during 2001-2004. From 1998 until 2001, he was an Associate Professor of Economics at the Stockholm School of Economics. He has a Ph.D. degree from the University of Gothenburg (1994), where he held a Senior Researcher position until 1998. His research interests include agricultural economics, development economics, energy economics, industrial organization, labor, globalization, income distribution, productivity, efficiency, growth, health care and capital structure. He is member of the Scientific Committee of the International Conference on Panel Data. His publications include papers in the Agricultural Economics, American Journal of Agricultural Economics, Applied Economics, Applied Financial Economics, Econometric Reviews, Economic Theory, Empirical Economics, European Journal of Operational Research, Global Economy Journal, International Journal of Industrial Organization, International Journal of Production Economics, Journal of Applied Econometrics, Journal of Economic Surveys, Journal of Productivity Analysis, Journal of the World System Research, Scandinavian Journal of Economics, Scandinavian Journal of Educational Research, and Structural Change and Economic Dynamics.

Professor Niloufer Selvadurai is a technology law scholar at Macquarie University. Niloufer researches and teaches on the effective governance of emerging and evolving technologies. A feature of her work is interdisciplinary collaborations with computing, engineering and finance.  Niloufer is the Director of Research & Innovation at the Macquarie Law School, a Co-Director of the DataX Research Centre, and the Program Leader for ‘AI and Law’ at the  Centre for Applied AI. Formerly, she was Deputy Dean, Macquarie Law School.  Qualifications include a BA LLB (First Class Hons) from the University of Sydney, a PhD from Macquarie University and Admission as a Solicitor in the Supreme Court of New South Wales. Niloufer’s present research projects relate to digital finance, data protection, cybercrime law and liability for AI generated harm.

Former multinstitutional research projects include an AI governance project with AMP, and information technology projects with Malaysia, Vietnam, Belgium, Greece and the United Kingdom. Niloufer has advised government and industry on a variety of issues relating to AI, digital privacy, cybercrime, digital finance and telecommunications law and has been co-author of Australia’s submission to the World Congress of AIPPI on multiple occasions. Niloufer teaches technology law and intellectual property law, and is a member of the Macquarie University Human Research Ethics Committees (Medical Sciences). Prior to joining Macquarie, Niloufer practised as a Solicitor in the media, technology and telecommunications group at Ashurst and worked at Allens. Niloufer is the Telecommunications Editor of the Australian Journal of Competition and Consumer Law and was the Editor-in-Chief of the International Journal of Technology Policy Law, 2009-2021.

Submission Guidelines:

Submissions are open via link by two stages, abstract and full paper. Interested researchers are encouraged to submit unpublished working papers or early drafts. For co-authored work, please specify who will be the presenting author. Submissions will be evaluated by the scientific committee for acceptance into the conference program.

Publication:

The ELG 2024 offers an excellent opportunity for authors to have their research papers published and recognized within the academic community. All abstracts of accepted manuscripts will be published in the conference Handbook with an ISBN identification, which will ensure the visibility and availability of their work to a wide range of readers.

In addition to this, selected papers will be given the opportunity to be published in peer-reviewed academic journals. JABES (Journal of Asian Business and Economic Studies – Scopus Q1) and EDE (Environment and Development Economics – SSCI) have expressed interest in receiving manuscripts from the conference. Authors of selected papers will be invited to submit their full manuscripts for review by the respective journals.

Moreover, to encourage and acknowledge outstanding research, the CELG Best Paper Award of 200 USD will be presented to the author(s) of the best research paper presented at the conference.
